New Parrotlet Owner

Hello and some advice please.

Our Parrotlet is one year old she is a Pale Blue colour. We bought her from someone who due to work commitments found it hard to look after her.
She has a bad habit of trying to bite sometimes she is all meek and mild and she lets you tickle her head then the next minute she tries to bite, we do try to handle her often.
She can bite through my wife's cardigan which is painful for my wife when she makes contact with her skin. We let her out often during the day.
Her cage is W28cm x L41cm x H56cm and is a domed shape, she has plenty of toys to keep her amused and we feed her on a bird seed mix for that type of bird, she also gets sweetcorn, millet as a treat, and carrot.
If anyone can give me any tips on how to stop her from biting would be most welcome or is it just a case of being patient.
