Hi Denise and Welcome to the PSUK Forum.

the ring details you have supplied don't seem to include a year indicator. Normally the year is written as a 2 digit number and sideways (that is it runs from edge to edge of the ring rather than round it).
I would say, the breeder was NPB, and the bird was number 19 of that batch. What the other info suggests I can only guess, perhaps it is a pot code, or member ship number of a particular society.

Can you provide is with more info on the ring, type, in that is it closed or split, size (well what bird is it on) and colour.
